Why don't I have the option to make my webbook public?

The global privacy setting isn't available on books that haven't yet been upgraded. 

You can upgrade to either the Ebook Pro Plan or the PDF + Ebook Pro Plan in order to unlock your global privacy setting and make your webbook public.
